The Ministry of Communications and Mass Media of the Russian Federation has prepared new criteria for the evaluation of the abusive content. Improved definitions satisfied RAEC, Interfax, the Foundation for Assistance for Internet Technologies and Infrastructure Development, suicide experts. RAEC informed these organisations take part in the discussion of criteria of the suicide information within the working group in the Federal Service for Control in the Sphere of Protection Consumers' Rights and Well-Being of Humans.

Websites Related to the Capital Will Get Dedicated .MOSCOW and .МОСКВА Domains

Dmitry Burkov, FAITID Board Chairman: "New domains will give new marketing opportunities for the promotion on the Internet of the goods and services offered by the manufacturers from Moscow. The domains will also enhance innovation and tourism attractiveness of Russia's capital. We hope that medium manufacturers and organisations as well as small businesses and Muscovites who create websites on the Internet will be among the registrants for the prospective domains.

A Misunderstood Joke

Lawyers will appeal against the mechanism of the website blocking without court decision: it infringes rights and freedoms of the citizens and contradicts international agreements. Appealing to the court is unconstructive way, says Matvey Alekseev (FAITID): the issue can be resolved by explaining its technical aspects. In his opinion, an example of constructive communication could be the criteria of the reference of the information to suicide category being worked out by the Russian Association for Electronic Communications jointly with the Federal Service for Control in the Sphere of Protection Consumers' Rights and Well-Being of Humans.

It’s like describing in the law how to build a car. However, every now and again we have officials who are trying to find this “philosopher’s stone”: to teach everyone how to build the Internet.”

General Availability Registration in .ДЕТИ Zone May Start by the End of 2013

After the ICANN Draw, application for the .ДЕТИ domain has become number 67 out of 1917 applications. Simultaneously with the .ДЕТИ application, ICANN will evaluate applications for .ОНЛАЙН (6th), .САЙТ (9th), .РУС (56th), .КОМ (61st) and .МОСКВА (69th) domains. “Because the applications are far from each other, launches of these TLDs will be far from each other in time. Since .РУС, .ДЕТИ and .МОСКВА top-level domains will be evaluated in the same batch, the registrars will benefit from starting registration in several TLDs at once,” said representatives of the Foundation for Assistance for Internet Technologies and Infrastructure Development, which submitted applications for top-level domains for the capital of Russia.

Alexander Panov, the President of the Foundation for Assistance for Internet Technologies and Infrastructure Development, noted the positive trend of increasing the number of web applications for citizens. But on the other hand, he reminded about the federal law 139-FZ approved this year and dubbed the “law on filtering of the Internet” by the public, which Mr. Panov called a “stillborn child” because of its half-baked nature.

"The main reason for the U.S. dissatisfaction with the attempt of transferring ICANN functions to the U.N. is not political, but economic. The Internet has given rise to new markets and many of them are just opening up now," thinks FAITID Board Chairman Dmitry Burkov. He says that the biggest Internet corporations, most of which are located in the United States, are trying to retain the ability to influence the rules governing the Internet.

15,000 RUB for Free Wi-Fi Internet Access

The amendments to the Administrative Code for penalties for the unfiltered Internet access in public areas will be considered in the State Duma in the first reading. “The draft amendments proposed two weeks after the law took effect indicate a lack of elaboration of the law,” says Matvey Alexeev, CEO of the Foundation for Assistance for Internet Technologies and Infrastructure Development. “The lack concerns both technical elaboration, which describes how to implement the requirements, and legal elaboration.”
